The new Intrado Public Safety Advisory Council (PSAC) plays a pivotal role in shaping the future of emergency response. By providing expert insights and strategic guidance, the Council helps drive the advancement of Next Generation 9-1-1 (NG9-1-1) technologies and the modernization of public safety infrastructure.
Comprised of leaders across the entire emergency response ecosystem — including law enforcement, government agencies, policymakers, and private sector innovators — the PSAC represents a diverse and experienced cross-section of voices working together to ensure public safety systems are ready for the challenges of today and tomorrow.

Edward F. Davis
President & CEO of The Ed Davis Company
Edward F. Davis has been in law enforcement for 35 years and served seven years as the Police Commissioner of the City of Boston, where he led the successful response to the Boston Marathon bombing. Currently, he is President and CEO of The Ed Davis Company, a business strategy and security services firm that consults on a wide range of emergency preparedness and response issues.
Maggie Goodrich
CEO & Co-Founder of TacLogix
Maggie Goodrich served as the CIO for Public Safety for the City of Los Angeles. She is the CEO and co-founder of Taclogix, Inc. and consults on government, law, policy, community interests, operational challenges, and transformational change for public safety.
Andrew Hart
CEO of SBD Automotive
Andrew Hart, CEO of SBD Automotive, is a globally recognized thought leader and innovator. During his 20-year tenure with SBD, Andrew has worked across many of SBD's teams and regions. He has led successful strategic advisory engagements with senior executives at more than 50 automotive manufacturers and suppliers on a global basis.
Debra Jordan
Former Chief of the FCC's Public Safety & Homeland Security Bureau
Debra Jordan served as Chief of the FCC's Public Safety and Homeland Security Bureau, where she oversaw public safety, homeland security, emergency management, cybersecurity, disaster preparedness, and the Commission's collaboration with Federal government partners responsible for protecting the Nation's communications infrastructure. Before joining the FCC, she served in several capacities as a civilian within the Department of Defense, including Command Information Officer for the Naval Engineering Demand.
