5 Common NG9-1-1 Operational Gaps – And How to Fix Them

A year and a half into FCC 24-78, and with  2565 PSAPs requesting Phase 1 service (as of September 2026), NG9-1-1 has moved beyond a future-state planning topic to a present-day priority. Regulatory requirements, evolving PSAP readiness, IP- and i3-based delivery needs, interoperability expectations, and changing emergency communications workflows are all converging at once.

While compliance satisfies the regulatory requirement, readiness determines whether a provider can consistently manage NG9-1-1 transition activity, support changing PSAP requirements, adapt to evolving network architectures, and maintain confidence in emergency service delivery over time. A compliance solution alone is no longer the full measure of success; it's a starting point.

As the emergency communications ecosystem modernizes, service providers need to ask not only “Are we compliant?” but “Are we operationally ready?”

NG9-1-1 Is Becoming an Operational Program

Service providers have often viewed 9-1-1 modernization through the lens of regulatory compliance. From legacy TDM, VoIP, UCaaS, and Wireless, as new networks and modes of communication were introduced to the 9-1-1 workflow, new rules would emerge, teams would assess the obligations, plans would be created, and technical work and solution deployment would follow.

NG9-1-1 changes that model, introducing new complexities and operational responsibilities. It replaces legacy 9-1-1 technology with IP-based infrastructure that supports new capabilities, like text, data, and video, while also requiring reliability and interoperability across critical emergency communications networks. 

Service providers must be prepared to coordinate across multiple stakeholders, manage implementation activity, track readiness, support interoperability, and adapt as public safety networks evolve. NG9-1-1 is not simply a network upgrade. It’s a shift in how emergency communications are managed, monitored, and delivered, and readiness requires more than understanding the rules (a challenge on its own!) and implementing a compliance solution. True readiness creates a new operational reality that requires repeatable processes, clear visibility, technical coordination, and the ability to respond confidently to PSAPs, ESInet providers, interconnected providers, and the FCC – all of which move at different speeds.

Why Compliance Alone Is Not Enough

Of course, compliance is essential. But compliance doesn’t automatically mean a provider is ready for every implementation scenario that may follow. A provider may understand its regulatory obligations and still face practical challenges such as:

  • Tracking PSAP readiness and compliance dates

  • Coordinating implementation timelines

  • Supporting different network states

  • Validating routing behavior

  • Managing certificates

  • Communicating changes across internal teams and external partners 

NG9-1-1 readiness isn’t a single milestone, but rather an operational discipline. The distinction becomes especially important as NG9-1-1 deployments scale. A small number of transition activities may be manageable through manual coordination. But as requests, jurisdictions, network states, and technical requirements multiply, manual processes become harder to sustain. Visibility becomes just as important as technical capability.

Closing Common NG9-1-1 Readiness Gaps

Many organizations do not fully appreciate the operational lift required for NG9-1-1 until implementation activity begins. More prepared organizations address these common gaps by building the corresponding capabilities into their operating model.

Gap 1: Limited Visibility
Service providers need to know where PSAPs are in their NG9-1-1 transition, which requests require action, what delivery format is expected, and how work is progressing across regions or customer footprints. Without centralized visibility, teams may struggle to prioritize work and communicate status across stakeholders.

The Fix: Establish Centralized Visibility
Readiness requires a shared understanding of PSAP readiness, implementation requirements, ownership, status, and next steps. Centralized visibility helps teams coordinate internally, prioritize action, and communicate more confidently with external stakeholders.

Gap 2: Manual Processes That Do Not Scale
Manual tracking may work for a limited number of activities, but it becomes difficult to sustain as requests increase, timelines compress, and multiple teams need a consistent view of progress.

The Fix: Create Repeatable Processes
Replace one-off workarounds and knowledge held by a few individuals with repeatable workflows for request intake, implementation tracking, escalation, testing, and reporting.

Gap 3: Interoperability and Coordination Complexity
NG9-1-1 introduces greater expectations around IP delivery, routing, location, text, data, and interoperability. Coordination and testing must occur across PSAPs, ESInet providers, public safety authorities, technology partners, and internal operations teams.

The Fix: Build Interoperability into the Operating Model
Address interoperability throughout planning, implementation, testing, and ongoing operations. Define responsibilities, establish coordination processes, and validate performance across interconnected networks before issues affect timelines or service quality.

Gap 4: Specialized Expertise and Resource Constraints
Emergency communications expertise is specialized. For OSPs whose core business is not emergency services infrastructure, NG9-1-1 may require knowledge and operational capacity that are not readily available internally.

The Fix: Establish Dedicated Operational Support
Clarify internal ownership and supplement internal resources with experienced partners where needed. Emergency communications carry a higher level of operational, reputational, and public safety importance. That reality should shape planning, partner selection, implementation discipline, and executive oversight.

Gap 5 : Readiness Focused Only on Today’s Requirement
A compliance-first approach may address the immediate mandate without preparing the organization for new capabilities, technical requirements, and operating models.

The Fix: Plan for Continued Evolution
Build flexible processes and infrastructure that can adapt as emergency communications expand to support richer location information, enhanced emergency text, supplemental data, satellite-enabled communications, and other emerging capabilities.

The Business Case for NG9-1-1 Readiness

For service providers, NG9-1-1 readiness is not only a regulatory and technical concern. Customers, public safety stakeholders, regulators, and partners expect 9-1-1 to work – always reliable and largely silent in the background. When it doesn’t, the consequences can be highly visible. And it can influence customer trust, brand reputation, operational cost, capital planning, and competitive positioning.

Providers that wait until deadlines or requests force action may face compressed timelines, avoidable complexity, and higher execution risk. Investing in operational readiness can reduce uncertainty, limit manual burden, improve internal coordination, and place providers in a stronger position as emergency communications continue to evolve. And that evolution shouldn’t be overlooked. 

We’re already seeing the ecosystem expand beyond traditional voice routing. Emergency text, more precise location, satellite emergency messaging, and alerts and supplemental data from advanced automatic collision notifications (AACN) and alarms are entering the public safety workflow and changing expectations around modernization. That future will reward organizations that build flexible, scalable, and operationally disciplined emergency communications capabilities today.

As NG9-1-1 implementation accelerates, service providers should look beyond minimum requirements and evaluate whether they have the visibility, processes, interoperability, and operational support needed to manage the transition effectively. The providers best positioned for NG9-1-1 success will be the ones that treat readiness as an ongoing capability and a foundation for the future of emergency communications.
