Carrier Billing Information Repository

Meeting Dispatchable Location Requirements and Save Lives with Faster, Accurate Location Data

Carrier Billing Information Repository (CBIR) is a database that can be queried during a 911 call to deliver a dispatachable location to PSAPs based on the subscriber billing addresses. Dispatchable location is a definitive and deliverable location that PSAPs can use for proper resolution to a request for assistance. It is more effective for saving lives.

In the FCC's Sixth Report and Order, dispatchable location became a requirement. The mandate requires wireless providers, beginning January 6, 2022, to provide dispatchable location with wireless 911 calls when it is technically feasible and cost-effective to do so. Non-nationwide CMRS providers will also be required to provide dispatchable location or z-axis technology throughout their network footprint by April 2026.
