Recent FCC Guidance Increases the Imperative for Organizations to Ensure Kari's Law and RAY BAUM'S Act Compliance

Organizations have an obligation to ensure a safe working environment. U.S. federal legislation, including Kari’s Law and RAY BAUM’s Act, have codified national requirements for processing of 9-1-1 calls and location management.

Despite ongoing efforts, many organizations still struggle to fully understand what compliance with these laws entails and how to achieve it for multi-line telephone systems (MLTS).

Recent publications from the Federal Communications Commission (FCC) in July 2025 have offered additional clarification to help close this knowledge gap. Failure to achieve compliance exposes organizations to significant safety, financial, and reputational risks.
